Ayal Frank

Public Affairs Executive

Ayal Frank is a seasoned professional with significant experience in public affairs including representation of governments, international institutions, corporations and organizations. Based in Washington, DC, he has served as a trusted advisor to CEOs, presidents of NGOs and heads of state, and has a proven track record in strategic communications and government relations. He is an international affairs expert with contacts across government, the media world, the diplomatic community and the private sector.

As the founding principal and managing director of AF International, a public affairs practice, Frank leads client teams, manages all deliverables and communications with client executives and senior officials and oversees client team roles and responsibilities across disciplines and deliverables.

Frank has served as a senior communications advisor to the World Bank and the IMF in Algeria, Colombia, Guinea, Lebanon, Nepal and Tunisia. AF International delivers public affairs campaigns and leads outreach to both print and online media outlets including developing content, devising messaging and storylines as well as pitching and placing articles, opinion pieces, interviews and appearances on TV and radio.

Frank has twenty two years of experience representing clients across the globe. He has worked closely with presidents, prime ministers, ambassadors and senior officials from some twenty-five countries. Frank has traveled extensively across four continents where he has established excellent working relations.

Frank has represented over 25 clients before the executive and legislative branches of the United States Government including the White House and the Departments of State, Defense, Commerce, Energy, Treasury, Veterans Affairs and DHS as well as the National Security Council, USTR, USAID, DFC and the Millennium Challenge Corporation. He has also devised and supported the execution of Congressional goals for numerous clients, including the drafting of legislation and shepherding their passage through Congress.

Frank previously worked in executive positions at two leading public affairs firms in Washington, DC, Qorvis Communications and Mercury Public Affairs, where he advised some thirty clients. He developed and implemented strategic issue advocacy campaigns for clients that included coalition building, reputation management, communications, media initiatives and digital branding and content.

 Previously, Frank served a senior aide on Capitol Hill. He represented Congressman James Maloney (D-CT) as Senior Legislative Assistant before the House Armed Services Committee, with responsibility for the member’s Committee work as well as foreign affairs, trade and national security issues and constituency services.

After working in the US Congress, Frank led the international practice at a consulting firm in Arlington VA, American Business Development Group, where he developed eight years of private sector experience representing American companies in new markets and advising foreign companies about the intricacies of the US Government market.

Frank has an MA in International Affairs from the American University, in Washington, DC and a BA in Political Science from Macalester College (St. Paul, MN). He lives with his wife and two children in Bethesda, MD.
